Restitution of Displaced Cultural Treasure(s)
Wars, armed conflict, dissolution and reunification of States, revolution, insurrection, has resulted in the damage and disappearance of national and personal collections of cultural treasures – consisting of but not limited to decorative art, paintings, religious treasures, medieval artifacts etc. by the instigators, perpetrators and their confiscation agents. The treasures may have over many years become the objects of sale, privately owned – assets in deceased estates, secret repositories and even reappeared at exhibitions. Proof of ownership is and remains controversial and complex legal arguments abound depending on which interest group is affected, notwithstanding world community interests. The question is posed: Does modern age reasonableness ameliorate the contentious debate between quantifying human suffering, restitution vis-à-vis value of material loss?
